No. Sun Tzu did not say that of the thirty-six stratagems, running away is the best. The sentence is not in The Art of War. The real source is the Book of Southern Qi 南齐书, chapter 26, in the biography of Wang Jingze 王敬则. The Chinese there is 檀公三十六策,走是上计. In English: of Lord Tan's thirty-six stratagems, running away is the best plan. Lord Tan is Tan Daoji 檀道济, who died in 436. The remark belongs to that biography, not to the thirteen chapters.

The wrong name is an easy mistake. The number thirty-six, and the subject of stratagems, sound like The Art of War to a reader who has met both only in English. They are a comment preserved in Wang Jingze's biography, about Tan Daoji's set of plans, and the best of those plans is withdrawal. Cite the Book of Southern Qi, chapter 26. Say Lord Tan, or Tan Daoji. Do not say Sun Tzu. The Art of War does not contain this sentence, and the editor's check on that point is firm.
